The Topolobampo hub, Sinaloa: gas at the gate, conflict in the bay
The Topolobampo hub covers 277.58 ha in Ahome, with up to 10 MW and the El Encino–Topolobampo gas pipeline at the site boundary. Along with Cancún, it is the only hub without a located SE–state agreement, and its surroundings carry the conflict over the ammonia and methanol plants.

Bajío Ventures · October 2026 · The welfare hubs, one by one
Topolobampo is the welfare development hub (Polos de Desarrollo Económico para el Bienestar, PODECOBI) with gas closest at hand. The El Encino–Topolobampo pipeline reaches the site boundary. The hub covers 277.58 ha in Ahome, Sinaloa, next to a Pacific port with a rail link. Its declaration appeared in the DOF on 20 March 2026, nine months after the first declarations. As of October 2026 we found no signed SE–state agreement. Without that agreement, the federal incentives on assets do not yet apply.
The fact sheet

| Declaration (DOF) | 20 March 2026, signed 11 March 2026; coordinates amended 29 April 2026; site approved by the Inter-Ministerial Committee on 13 August 2025 |

| Announced investment | None announced for the polygon |
| Status | Pre-investment (Proyectos México, 5 August 2026) |
The declaration gives 277.58 ha; the Proyectos México sheet says 227 ha. We believe the second figure is a data-entry error. The land is state public-domain property. The counterpart is Sinaloa’s Ministry of Economy.
The incentives are those of the decree of 22 May 2025: a 100% immediate deduction for new fixed assets, plus an additional 25% on the increase in training or innovation spending. They run from the signing of the state agreement. Details are in the series overview. Sinaloa adds its CEPROFIES certificates: payroll, property, acquisition, registry, construction and water hook-up.
Connectivity
- Highway 22.
- Port of Topolobampo: 8 to 12 m draft.
- Chihuahua–Pacífico (Chepe) and Ferromex rail.
- Los Mochis airport: 9 km.
The port links Sinaloa to Chihuahua by rail. It is a Pacific outlet for northern Mexico, with the draft of a mid-size port.
Energy and water
According to Proyectos México, the hub has up to 10 MW available. Gas arrives through the El Encino–Topolobampo pipeline at the site boundary. Water comes from the Miguel Hidalgo dam, 120 km away.
10 MW is enough for two or three mid-size manufacturing plants. It is not enough for the chemical and fertilizer focus the hub declares. Those plants demand tens of MW and, above all, large volumes of gas and process water. Gas at the gate is the real advantage. Water from 120 km away, in a state where water also sustains agriculture, is the limit.
What to watch
- The agreement. It is the step that activates the asset incentives. We did not find it as of 9 October 2026.
- The link to GPO and Mexinol. The press links the hub to GPO’s ammonia plant (USD 5.6 billion) and to Pacífico Mexinol (USD 3.3 billion, about 4,500 jobs). We could not confirm that either sits inside the declared polygon.
- The social and environmental conflict. Both projects face indigenous and fishing-community opposition, near the Ramsar site “Lagunas de Santa María–Topolobampo–Ohuira”. Amparo 255/2026 was filed on 21 March 2026; the suspension was denied on 21 April 2026. President Sheinbaum backed both projects on 25 May 2026 and promised dialogue.
- The area. The gap between 277.58 ha and 227 ha must be corrected before any lots are offered.
Our reading
Topolobampo is the hub with the best gas position and the weakest social licence. The declaration does not resolve the conflict in the bay; it inherits it. An investor should separate two questions: what the declared polygon offers, and what happens to the neighbouring megaprojects. The first answer is modest: 277.58 ha, 10 MW and a mid-size port. The second will shape the hub’s surroundings for years.
For an energy developer, the opportunity is on-site gas generation and storage for mid-size industrial loads. Each plant can also install its own generation below 0.7 MW without a generation permit, for example rooftop solar. We recommend waiting for two signals before committing capital: a signed agreement and a designated developer.
