The Puerta Logística del Bajío hub, Guanajuato: a rail node still waiting for works
52.41 ha next to Honda's plant in Celaya, with access to Ferromex and CPKC and MXN 2,500 million committed for phase 1. Guanajuato Puerto Interior now points to a construction start in Q2 2027, not Q1 2026.

Bajío Ventures · October 2026 · The welfare hubs, one by one
About 30 million tonnes of rail freight a year pass through Celaya, roughly 23% of Mexico’s total. The Puerta Logística del Bajío welfare development hub (Polo de Desarrollo Económico para el Bienestar, PODECOBI) aims to capture that flow on 52.41 ha owned by the state of Guanajuato, next to the Honda plant, with direct access to Ferromex and CPKC. It is the only declared hub in the Bajío proper; Querétaro and Aguascalientes proposed sites, but neither has a declaration. The project has a developer, a budget and a customs authorization. What it does not have yet is construction: on 2 October 2026 Guanajuato Puerto Interior (GPI) placed the start in the second quarter of 2027.

Phase 1 covers 6 specialized terminals, a rail connection, a bonded warehouse and yards. On 24 September 2026 GPI reported that the hub was authorized to build a 6.6 ha customs section with projected capacity of up to 150,000 TEU a year. On 2 October the same source gave 80,000 TEU for the first phase of the container terminal. The two figures measure different things; they should not be mixed. There is a second discrepancy: Proyectos México and local press name AZVI–COINTER, while GPI’s 2 October note names COMSA Corporación as strategic partner.
Federal incentives follow the 22 May 2025 decree: a 100% immediate deduction for new fixed assets and an extra 25% on the increase in training or innovation spending. Details are in the series pillar piece.
Connectivity
- Rail line 1.5 km away; direct access to CPKC and Ferromex.
- Federal highway 45D at 2 km; highway 51 at 5 km; corridors 45 and 57.
- Celaya airport 15 km.
- Planned station on the Querétaro–Irapuato passenger line.
- About 24 Ferromex and 10 CPKC trains a day run through Celaya on average (August 2023 estimate).
- The Celaya rail bypass totals 46 km (25 km Ferromex, 21 km CPKC) and MXN 4,000 million. Its last stage, the CPKC line, started on 15 August 2023. On 10 July 2026 the mayor said that segment was still unfinished.
- Phase 2 (state, January 2026): a rail spur through the Honda yard for vehicle exports.
This hub shares a corridor with the one in Zinapécuaro: The Michoacán hub and Guanajuato: one corridor.
Energy and water
The declaration gives no megawatts. It only says the site “has roads, electricity, potable water, drainage and connectivity”. Proyectos México repeats the formula: “power availability for logistics operations” and water “through regional infrastructure”. Unlike Nezahualcóyotl, Tuxpan or Durango, no official source gives an MW figure for this hub.
For an intermodal terminal the electrical load is moderate: cranes, yard lighting, customs offices. That changes with cold storage, silos or processing. GPI already plans 12 to 20 silos of up to 12,000 t each, about 240,000 t of grain. That means aeration, grain handling and possibly drying. Without a capacity number, an investor cannot tell whether the grid is sufficient.
What to watch
- Start date. In December 2025 works were announced for Q1 2026. The mayor spoke of July or August 2026. Proyectos México says Q4 2026. GPI says Q2 2027, with up to 18 months of construction.
- CPKC bypass segment. The mayor cited issues with local communities. Without that segment, dual rail access loses value.
- Partner and amount. AZVI–COINTER versus COMSA; and some reports convert the MXN 2,500 million into dollars. The correct figure is in pesos.
- Tenants. GPI reports four letters of intent. No companies are named.
Our view
This hub is not an industrial park. It is transfer infrastructure: customs, yards and terminals at the crossing of Mexico’s two freight networks. Its value depends on the railways working, not on factory sheds. For an investor, the deciding variable is the bypass and joint Ferromex–CPKC operation, more than the tax incentive.
For an energy developer, the opportunity lies in the missing detail. A terminal with silos, refrigeration and offices fits on-site generation and storage. Self-supply under 0.7 MW needs no generation permit. Before anyone designs anything, someone has to publish the available capacity at the connection point.
